City of Thorp council approves street resolutions, extends ATV route, awards blacktop contract and hires officer

At its Aug. 8 meeting, the City of Thorp City Council approved two street-related resolutions, extended an ATV route on S. Washington Street, approved no-parking on S. Clark Street, awarded a blacktop contract to Senn Blacktop for $24,979.24 and voted to hire a full‑time police officer pending a background check.
Mayor Richard Wnek called the City of Thorp City Council to order at 6:30 p.m. on Aug. 8 at Thorp City Hall. The council approved multiple routine and street-related measures and took a personnel action after a closed session.
The council unanimously approved the consent agenda and the minutes from its July 11, 2022 regular meeting (motion by Alderperson Einhorn, seconded by Alderperson Lawcewicz). Council then approved the Clerk‑Treasurer’s financial report, vouchers, payroll register and journal entries by motion (M/M/S Rosemeyer, Abramczak), and recorded a 5‑0 vote on that action.
Council adopted Resolution 2022‑08‑01 to vacate a portion of East Grant Street “pursuant to Wis. Stats. 66.1003(4)” (M/M/S Rosemeyer, Abramczak), and approved Resolution 2022‑08‑02 on use of streets and alleys (M/M/S Korn, Einhorn); both motions passed 5‑0.
Police Chief Schneider reported no objection to opening Highway 73/S. Washington Street from Maple Street to Liberty Drive as an additional all‑terrain vehicle (ATV) route but said signage would be required. Council approved extending the ATV route (M/M/S Korn, Abramczak) by a 5‑0 vote.
For school safety, Chief Schneider requested no parking on S. Clark Street from Maple Street to Krych Street; the council approved that restriction (M/M/S Abramczak, Lawcewicz), 5‑0.
DPW Leech reported only one responsive bid for blacktop work; the council accepted Senn Blacktop’s bid in the amount of $24,979.24 (M/M/S Abramczak, Korn). A separate agenda item on city server and computer updates was tabled.
The council moved into closed session citing Wis. Stat. § 19.85(1)(c) to consider matters related to public employees (M/M/S Lawcewicz, Einhorn). After returning to open session, the council voted to hire Brenna Manske as a full‑time police officer pending a successful background check (M/M/S Korn, Lawcewicz); that motion passed 5‑0.
Other items: DPW Leech announced the resignation of employee Jered Danielson and commended staff and community members for post‑storm cleanup. Alderperson Einhorn said the library’s basement flooded after both sump pumps failed and that two new pumps will be installed. A Short Elliott Hendrickson preconstruction meeting on the W. School/N. Church Street and utility improvement project was scheduled for the next day with construction expected to begin on or about Aug. 15, and the Wastewater Treatment Plant project awaits Rural Development approval of a Right‑of‑Way map before bidding.
