The City of Thorp council on Sept. 28 approved Resolution 2022-09-02 to create Tax Incremental District No. 7, a designated mixed‑use development district intended to finance infrastructure and incentive costs for future projects. Alderperson Rosemeyer moved to adopt the resolution, Alderperson Lawcewicz seconded, and the motion passed 5–0.
Josh Lowe of Ehlers Public Finance Advisors explained that the TID is designed as a mixed‑use district combining residential, industrial and commercial opportunities and that its purpose is to fund infrastructure improvements and development costs via increment captured within the district. Lowe said the TID boundary must satisfy a requirement that more than half of the total area be suitable for mixed use and that a so‑called "12% test" applies to the base equalized value plus increment of existing TIDs when assessing the district boundary.
The council approved the resolution without recorded opposition. Council documents note that individual TID projects will be reviewed and approved by the city after the TID itself is established, and that tax increment will be used as the intended funding source for eligible projects.
