The Fernley Planning Commission voted unanimously July 8 to recommend that the city council adopt an amendment establishing a "minor conditional use permit" process to ease costs for small businesses and downtown infill.
Associate planner Lisa Warner told the commission the minor CUP would be used when no new construction is proposed, eliminating the need for costly engineering reviews and lowering the fee burden on small businesses. "The proposed minor conditional use permit would knock that cost down to 2,580," Warner said, contrasting that figure with the current $6,404 cost to establish certain uses under the existing code.
Staff explained the administrator would determine on a project‑by‑project basis whether a minor CUP is appropriate — the key distinction being whether engineering review is required. Commissioners asked clarifying questions (for example, whether mobile businesses with foundations would qualify) and staff said determinations will be made case by case.
Commissioner Julie Ann White moved to recommend the city council approve the bill (referenced in the staff presentation); Commissioner Flores seconded and the motion passed 6–0. The proposal now moves to the city council for consideration.
