Mayor Devin Simpson told the council on Dec. 18 that a developer has expressed interest in annexing property approximately east of Muddy String and north of Thayne-Bedford Road (identified in the record as Bart Merritt’s property). Simpson said the current concept would add about 30 RV pads and themed single-building hotels (examples noted in discussion as cupcake, pineapple, lighthouse themes) and that annexation would require the property to petition to be zoned commercial and connect to the town sewer system.
Simpson also noted that under state law cited in the minutes (42.11.152) the property currently served by Bedford water would remain responsible to that water district unless specific steps are taken; annexation would trigger review of water-district obligations. The mayor said he would ask the developer to consult neighbors to assess local support; Councilmember Heward suggested that the south portion of the North-Forty area might also consider annexing and connecting to town sewer.
