Kennewick council unanimously approves easement vacation at North Oak Street and routine agenda items

The Kennewick City Council voted unanimously on July 7 to adopt a resolution vacating a 44-foot access easement and 10/15-foot utility easements at and within 101 and 109 North Oak Street following a staff report explaining the action is the result of a boundary line adjustment.
"As a result of that boundary line adjustment, some fragment easements were left on the DH property that were formerly on the city property," said a city staff member identified in the meeting as Mr. Cowling. Staff told the council the easements are unnecessary for current operations and recommended approval.
Mayor Pro Tem Torelli moved to adopt the resolution and authorize the mayor to execute necessary documents; Councilmember Milbauer seconded and the motion passed unanimously. The meeting record shows the clerk recorded unanimous votes for this item and for routine business earlier in the agenda: approval of the meeting agenda and approval of the consent agenda. Earlier in the meeting the council moved and unanimously voted to excuse Councilmember Anderson's absence.
Why it matters: The easement vacation clears title irregularities created by a prior boundary-line adjustment near the wastewater treatment plant and supports a private property owner's plans to build on the parcel; the motions were procedural and passed without public opposition at the hearing.
