Surry selectmen schedule Jan. 7 hearing on fee changes, review abatements and budget requests

Selectman Jay Croteau, Selectman Steve Goldsmith and Selectman Ron Profaizer met Dec. 8, 2025 in Surry to review property-abatement paperwork, administrative contracts and budget requests and to set a public hearing on proposed fee-schedule changes.
The board recorded that Fred Lower submitted abatement applications for parcels 4B 44 and 4B 43 related to a burned home and agreed that abatement materials should be forwarded to Avitar, the town’s assessment contractor. The minutes state that Avitar is due to inspect the lot on Jan. 1; the minutes list the year as 2025. Monique Newcombe was to be notified about the abatement submissions.
The selectmen signed and returned a contract with HGAC and recorded that a tax check was left for the Tax Collector. Selectman Steve Goldsmith said he scheduled installation of a hot water heater at the town garage for 10:00 a.m. on Dec. 9, 2025. The board also recorded receipt of check #3128740 for $25.00 from Croan Castle for a building permit.
Selectman Ron Profaizer said he will post a public hearing on a warrant article proposing fee-schedule changes for Wednesday, Jan. 7, 2026, at 7:00 p.m. at the town hall. The board agreed to have Avitar send owner-data letters for 2026 property-data collection.
The minutes record that an Anderson letter was returned to the selectmen and was resent; Jay Croteau emailed a copy and reviewed the taxpayer’s property tax cards and discussed next steps for an associated variance application, including whether changes could be classified as a multi‑family dwelling.
Ron Profaizer uploaded updated tax maps to the town website and the board reviewed a town districting map. Bruce Smith provided information on a proposed steep-slope ordinance and the selectmen agreed to post a new map at the town hall.
Selectman Steve Goldsmith reported sighting an additional shed covered with a blue tarp at 105 Farm Road and said a building permit should be applied for. Later discussion included a Bruce Smith email about a test pit on Route 12A and an expectation that a building-permit application would follow.
Administrative and budget items recorded in the minutes included Ron Profaizer’s sending of tax cards to an appraiser for the Boudreau/Raymond Lindsey property; an MFS request for $1,102.00 for a budget folder; and a request to establish budget account #4411 for a Public Health Officer. Jay Croteau is recorded as having keys to the file cabinet for that officer.
The board discussed timber‑harvest matters and driveway/curb-cut rules after Ron Profaizer said Tim Bienvenu will file an Intent to Cut for additional logging; the selectmen noted the need for driveway or temporary-driveway applications and asked for further detail on curb‑cut limits. Steve Goldsmith said he will request more detail from “Septic Pro” regarding the Cushing lot.
Procedural votes recorded in the minutes: Jay Croteau motioned to accept the minutes; Ron Profaizer seconded and the selectmen voted to accept them. Croteau later moved to adjourn, Profaizer seconded and the meeting adjourned at 9:00 p.m. The minutes were submitted by J Lane.
