Litchfield selectmen adopt $4.5 million CIP bond and approve $1.5 million ambulance bond; town meeting set for May 14

Litchfield First Selectman Denise Raap announced March 24 that the Board of Selectmen adopted a resolution appropriating $4,501,858 for the 2026-2027 Capital Improvement Program and a separate $1,500,000 appropriation for a Litchfield Volunteer Ambulance (LVA) building.
The CIP resolution, adopted unanimously, directs issuance of up to $4,501,858 in bonds, with $2,111,468 expected to be paid from grants and other town funds and a net town-financing need of $2,390,390. The board also voted to warn a town meeting for May 14, 2026 at 7 p.m. at Litchfield Intermediate School to allow voters to act on the CIP bond.
"The resolution entitled: RESOLUTION APPROPRIATING $4,501,858 for the Town of Litchfield 2026-2027 Capital Improvement Program" was incorporated into the meeting minutes and approved after a motion by Selectman Jeff Zullo, seconded by Selectman John Bongiorno, with all members voting aye, the meeting minutes state.
On a separate motion, the board adopted a resolution appropriating $1,500,000 for the Litchfield Volunteer Ambulance building project and similarly warned the May 14 town meeting to consider that bond. The board authorized First Selectman Denise Raap to sign documents on behalf of the town regarding the bonds.
Selectman Jeff Zullo told the board that bond counsel prepared a grant agreement tied to the ambulance funding that includes language required to preserve the bond27s tax-exempt status: the agreement requires a resolution to accompany the bond, specifies that the building would revert to the Town if the LVA is no longer using it and that the building is not transferable, and that the Town has 90 days after issuance of the Certificate of Occupancy to finalize funding.
The board took the votes on the resolutions with the following recorded aye votes: D. Morosani, J. Bongiorno, J. Zullo, J. Tenney and D. Raap. No no votes or abstentions were recorded. The town meeting to act on both bond resolutions is scheduled for May 14, 2026 at 7 p.m. at Litchfield Intermediate School.
