Aldermen adopt floor substitute to correct Downtown vending district language in mobile-vendor ordinance

The Board of Aldermen adopted a floor substitute to Board Bill 50 on July 10 to restore and clarify language governing commercial vending districts in downtown St. Louis.

Sponsor remarks explained the substitute corrects an amendment that accidentally struck the words "Downtown West" from the Downtown Commercial Vending District and omitted several intersections. "When we amended this board bill in committee...we left off the word West, and that struck out the whole downtown commercial district," the sponsor said, describing how committee language had unintentionally removed a district and that the floor substitute reinstates the Downtown West Commercial Vending District and fixes specific intersection references.

An alderman from the 12th asked a brief clarification and the sponsor confirmed the changes were limited to correcting map/district text after committee action. The floor substitute was adopted by the body and the sponsor moved to perfect the floor substitute; the motion to perfect carried. The sponsor requested referral for engrossment to the legislation rules committee.

Why it matters: The correction preserves the Downtown West Commercial Vending District and the set of permitted vendor locations in the downtown public-right-of-way. Sponsors said the change responds to testimony in committee and avoids unintended removal of areas from the vending district.
