The Steamboat Springs City Council approved a development plan on July 7 to relocate a ramp/jump training program to Greenhorn Ranch, a site described in staff reports as near existing ski runs and trail infrastructure.
Toby, the city’s senior planner, summarized the application and the planning commission recommendation. The proposal includes a private access road and seasonally limited parking, construction of a ramp, a deck with trampolines and three support buildings to be used by club athletes during summer and fall months. Staff characterized the use as an outdoor amusement use that is conditional in the open space and recreation (OR) zone district; the applicant requested two variances related to parking surface and parking amount, and staff recommended approval provided the applicant manage off-site parking and shuttles so that public trailhead parking remains available.
Gavin Malia, representing Steamboat Ski Resort Corporation (SSRC), and Winter Sports Club leadership said the resort supports the club and the relocation. The applicant and staff said the facility is private-use (club athletes) during summer/fall and will be managed to avoid impacts to the public trailhead.
Councilors asked about tree removal and the tree-preservation analysis; staff said the application included a tree survey and demonstrated compliance with the city's tree-preservation standards within the project boundary. No public speakers appeared for this item. Council moved to approve the consent calendar resolution for the development plan; the motion passed with a recorded vote of 6–0 on the consent calendar.
The approved plan allows the Winter Sports Club to operate the ramp/jump complex in the non-winter season subject to conditions in the development plan and any required operational agreements.
