Litchfield board backs 10-year extension with USA Hauling, forwards contract to town meeting

The Litchfield Board of Finance on March 18 approved a 10-year extension to the town’s contract with USA Hauling and voted to forward the agreement to the town meeting for final approval. First Selectman Denise Raap described the extension as reducing tip rates in a way that provides a decade of price certainty for the town.
Raap said the current contract runs until 2027 and that USA Hauling proposed adding 10 years onto the 2025 term, with rate adjustments that were explained as lowering certain effective costs (retroactive rate clarification for last year and an anticipated $122/ton rate next year). She also said the town could exit the contract only if it adopted an ordinance to join NRRA and NRRA later offered a lower tip fee.
Board member Elliott Fuessenich moved to approve the contract as presented; John Keilty seconded. All voting members approved the motion and the board directed that the contract be forwarded to the town meeting for final action.
Raap also noted the town received a $100,000 award to start a voluntary Pay-As-You-Throw program at the Recycling Center aimed at reducing trash volumes; she described that as complementary to the long-term hauling agreement.
The board’s approval formally sends the extension to the town meeting, which must approve or reject the contract extension as the next procedural step.
