Commission approves Spring Creek Phase 1 preliminary plat, approves renaming of subdivision

The Springfield Municipal Regional Planning Commission voted July 2 to approve the preliminary plat for Spring Creek Phase 1, a roughly 61-acre subdivision that will include 145 single-family lots and about 5.5 acres of common area. The plat also formalizes a developer-requested renaming of the project from Highland Reserve/Highland Estates to Spring Creek.
Community Development Director Durham said the plat was previously approved in concept as Highland Reserve and that the current preliminary plat replaces attached townhouse units on the subdivision’s south side with detached single-family lots while keeping the remainder of the approved plan generally consistent. "As proposed, the subdivision before you consists of approximately 61 acres and includes 145 single family lots and approximately 5 and a half acres of common area," Durham said.
Durham told commissioners staff’s review found the plat generally in compliance with the city’s zoning ordinance and subdivision regulations; outstanding staff comments were primarily missing notes on the plat and were not anticipated to require significant revisions. Applicant representatives — identified in the staff presentation as Steve Artz (on behalf of GS Moore and Son) and Aubrey Moore — were present for questions; Moore said the developer expects higher demand for single-family homes in that location, which motivated the change.
After discussion about the name change, density and the mix of unit types, the commission moved to approve the preliminary plat; the motion passed in roll-call vote recorded as "Passes with 7."
