Council awards landfill recycling contract, approves lighting upgrade and confirms emergency runway repairs

The Dorchester County Council on June 16, 2026 approved several procurement and capital-maintenance items: awarding a landfill recycling services contract, authorizing a county-office lighting upgrade through Delmarva Power’s program, and confirming emergency airport runway repairs approved by poll.

Solid Waste Manager John Cooney recommended awarding Bid No. 2026-6 to Waste Management of Delaware, Inc., the lowest bidder, at a cost of $15,091.16 per month for a three-year contract to provide landfill recycling services at county landfill sites. The council unanimously approved the award, to be funded by the FY27 operating budget.

Public Works Director Matt Ozman asked the council to proceed with Kenzie Electric to upgrade lighting at the County Office Building through Delmarva Power’s Energy Efficient Communities Program. The project estimate is $191,598.18; under the program, the work is to be performed at no cost to the county. The council approved proceeding with the current contractor.

The council also confirmed by vote the interim poll decision to authorize emergency runway repairs at the county airport. Airport Director Steve Nuwer submitted the June 8 request; Donegal Construction completed the work at a cost of $9,000 funded from FY26 contingency funds to ensure completion before June 30, 2026.

Each procurement item was presented by department staff and approved without dissent. Details on contract terms, maintenance responsibilities and future budget implications will be handled by the responsible departments under county procurement rules.
