Board receives four RRIs and directs police follow-up on case 1475 after member cites video

The Chair explained RRI materials focus on “why there was resistance and why there was a response to the resistance” rather than every detail of the underlying case. The Chair said, “So to further that question then, when an RRI comes to us, it's about the person who the RRI is about, not necessarily the case.”
A Committee member pressed why the RRI files did not appear to record follow-up on a woman who the member said slapped the subject in a video, asking, “Wouldn't she have also been investigated for, battery?” An agency official responded that they had been present for the incident, had seen the video and that an investigation had occurred, but that they could not speak to the determination made: “I mean it's it obviously happened because it's caught on video. So I would say it was investigated.” The official offered to have Lieutenant Stockton provide additional information to the board.
After discussion, a Committee member moved to receive and file the RRIs with a requirement that the case related to RRI 1475 be addressed at the next meeting; the Chair seconded. The board voted to receive and file the RRIs and added a follow-up on RRI 1475 as an action item to the next agenda.
The board directed staff to request a written response from Lieutenant Stockton or to invite him to a future meeting to explain what follow-up was conducted and why the RRI determination reached its conclusion. The board plans to revisit the RRI materials and any additional case information at its next meeting.
