The Mountain View Visual Arts Committee agreed to pilot an artist-selection panel and to provide up to three Visual Arts Committee members to serve on an ad hoc jury for the Public Safety Building public-art process.
Staff outlined a two-stage procurement approach: an open request for qualifications (RFQ) to identify qualified artists, followed by an invitation to shortlisted artists to submit design proposals (RFP). Staff said the RFQ stage evaluates experience and capacity—particularly experience delivering projects at scale and working with communities—and the selection panel would narrow the pool to a short list of artists for paid proposal work. Staff stressed that phase 1 is intended to evaluate qualifications, not final art concepts.
Committee members discussed jury composition and workload. Options included convening the full VAC with invited external experts or creating an ad hoc three-member VAC subcommittee to work with a seven-person artist-selection panel that would include an art professional, a department representative (police or fire for the Public Safety Building) and community stakeholders. Staff advised caution about creating too many meetings given the project timeline but agreed to invite the selection panel to the VAC introduction meeting on Sept. 9.
Committee members emphasized having clear evaluation criteria for non-artist panelists (e.g., police, fire or neighborhood representatives) and asked staff to require RFQ responses to address community engagement experience. Staff indicated the Public Safety Building project budget includes roughly $400,000 for art-related work and expects to open the RFQ in the fall after the September project introduction and issue invitations to shortlisted artists by early 2027.
The committee then moved to establish an ad hoc VAC subcommittee of up to three members to participate in the RFQ review alongside the artist-selection panel. Volunteers were named during the meeting and the motion was approved by voice vote. Staff will return in September with the Public Safety Building project introduction and a proposed timeline for the RFQ/RFP process.
What happens next: staff will invite the artist-selection panel to the Sept. 9 project introduction, issue the RFQ after the introduction, and rely on the ad hoc VAC members plus invited panelists to narrow the applicant pool to a shortlist for paid proposal work.
