‘‘There has been legislative action in Raleigh. The state passed the Appropriations Act... there was the complete eradication and removal of the North Carolina hub provisions and hub office,’’ Andrews said, referring to what local governments sometimes call HUB or MWBE (historically underutilized business) provisions. He said the change affects participation by firms that locally have been identified as minority‑owned and recommended council members read the act and related summaries.
Mayor Billy Carter and other council members said they receive regular updates from the League of Municipalities; one council member noted the League’s email included links to the specific provisions affecting municipalities. Andrews offered to provide more detailed guidance about provisions that are relevant to the town and said he would notify the council when specific items in the act directly affect Lewisville operations.
No formal council action was taken on the Appropriations Act at the meeting; Andrews encouraged staff and councilors to review the legislation and asked that members reach out with questions so the town attorney’s office can provide targeted advice.
