Little Falls files battery storage moratorium; board weighs Nexgen meeting and registrar access to state death-certificate system

At the April 14 meeting the Town Clerk, Sandra Regan, reported that the Town of Little Falls filed a Battery Energy Storage Moratorium Law with the state on March 23. The filing was noted for the record; no vote was taken at this meeting on an ordinance to adopt or extend a moratorium.
Regan also said the company Nexgen requested to meet with the board to discuss battery storage facilities and had provided a sample battery storage system ordinance; the board tabled that request for future discussion. Attorney Nick Macri's earlier comments about leases and National Grid surfaced in a separate matter: Macri said he had received a copy of a lease from the Ridge Runners Snowmobile Club regarding use of a strip of National Grid land and would forward that lease to the clerk and board for review.
Clerk Regan reported an access problem affecting Registrar of Vital Statistics Linda Comstock. The state informed Registrar Comstock that the City of Little Falls can no longer send death certificates to the state on the town's behalf and that Comstock must file them directly. Regan told the board that Comstock does not have a computer or home internet service to complete the state filing; she asked the board to explore options so Comstock can continue in the role. The board discussed having Comstock use an available town laptop and the town hall internet, and Clerk Regan said she would speak with Comstock and await a state call to Supervisor Casler. The board tabled further action on the matter.
Other administrative items: Supervisor Casler said a mandatory employee training session will be held April 29 in German Flatts covering workplace violence, sexual harassment, right-to-know and bloodborne pathogens; the board declined a $500 donation request from Jim Bono on behalf of the Herkimer County Fire in the Sky Palooza Committee because the expense was not budgeted.
The board did not take final action on battery storage siting or on changing the registrar's duties during this meeting; those items were left for future consideration.
