Council authorizes TDOT contract amendment for 25th Street corridor, considers signal design and downtown tenant design work

The City Council authorized a contract amendment with the Tennessee Department of Transportation for the 25th Street Corridor Area Multi-Modal Project and considered several staff-recommended engineering and architectural agreements.
Resolution 2026-54 authorizes the Mayor to execute contract amendment #4 with TDOT for the 25th Street Corridor Area Multi-Modal Project (Project Identification Number 125182.01; Federal Project TAP-9203(24); State Project 06LPLM-F3-060). The project description in the packet includes construction and reconstruction of sidewalks along 25th Street (SR-60) from Peerless Road to Keith Street (SR-2), sidewalks along Peerless Road to Old 25th Street, curb and gutter, guardrail, ADA features, striping, landscaping, pedestrian amenities and a bus stop.
Staff recommended entering a professional engineering services agreement with Neel-Schaffer, Inc. for traffic signal design services associated with Bid Set 1 of the Citywide Traffic Signal Design Program; the agreement scope includes survey, preliminary and final sealed construction plans and an engineer’s opinion of probable cost for three intersections. The staff recommendation from Transportation Engineer David Sheely shows an hourly, not-to-exceed amount of $81,593. The packet also includes a staff recommendation from Bryan Turner, Director of Building and Project Development, to enter an agreement with MHM for architectural and engineering services for the Honeysuckle restaurant tenant build-out in city hall tenant shell space; the city selected Honeysuckle as the tenant and the design work is expected to contribute to historic tax credits.
The meeting packet also offered a proposed Street Name Sign and Traffic Control Sign Policy to standardize sign fabrication, cost recovery pricing, installation coordination and final acceptance for signs in new developments. Staff recommended approval to provide consistency and ensure signs meet MUTCD and TDOT requirements before city acceptance.
