Public Works committee forwards compliance report and approves several project actions to the village board

The committee voted to forward the 2025 Compliance Maintenance Annual Report to the village board; the report is the annual DNR filing under chapter 283 and NR 208. The committee’s vote included one recorded opposition.
On development finance, the committee approved a staff recommendation to reduce a letter of credit held for HomePath Financial for the Heritage Park North subdivision by $164,375.25, leaving a $10,000 holdback for a one‑year warranty on street trees; members voted unanimously to forward that recommendation to the village board.
For the Maple Road bridge over Willow Creek, the committee approved Amendment No. 1 to the agreement with MSA to prepare plans, specifications and construction oversight, including a roughly $31,130 allowance that reflects a 10% contingency for the additional design work.
The committee also approved a change order for the High Point Pass project after staff said originally supplied 10‑foot poles did not meet MUTCD requirements for poles supporting hanging traffic signals. The contractor sourced taller poles and the committee approved a change order not to exceed $34,900.69 to cover the cost; members noted the expense will be charged to TID 8 and that the village retained the returned 10‑foot poles for inventory.
Finally, the committee adopted the proposed 2026 wage and equipment rates (loaded labor rates that include benefits plus a 15% administrative fee; equipment rates increased roughly 3%), and will forward the rates to the village board for publication and use in billbacks to developers.
All motions were moved and seconded during the meeting; staff indicated the report filing and most of the contract and funding changes are procedural steps required before village board action. Where votes recorded dissent or opposition, the committee discussion and vote results were included in the meeting minutes and will accompany those items to the board.
