Richland County Council approves multiple right-of-way transfers, ordinances and committee recommendations

At its July 2026 regular session, Richland County Council approved multiple items across the consent, third-reading and committee reports.
On third reading the council approved ordinances authorizing transfers of acreage and specific parcels (TMS numbers reported in the agenda) to the South Carolina Department of Transportation for right-of-way and intersection improvements (items 14a–14c). A subsequent motion to reconsider those three ordinances failed.
The council also approved the second-reading item authorizing a fee-in-lieu of tax and incentive agreement for a project identified in the record as 'Project Chesterfield' (item 15a). The economic development committee recommended and the council approved boundary expansions of the I‑77 Quarter Region Industrial Park to include property tied to a company identified as 'Project EYC'; one council member recused because a parent company represents the applicant.
The transportation ad hoc committee presented numerous orders authorizing transfers of small acreage for sidewalks, intersection improvements, condemnation for Penn Station projects, and road-widening projects; the council approved the committee recommendations. The rules and appointments committee recommendations to fill vacancies on the Board of Zoning Appeals, East Richland Public Service Commission, Midlands Workforce Development Board, and the Planning Commission were approved by council.
Votes were recorded for roll-call items; where recorded the clerk announced each member's yea or nay. No ordinance was tabled during the meeting.
