Hartford Police & Fire Commission confirms promotions, appoints paid-on-call firefighter and sets lieutenant eligibility list

The City of Hartford Police & Fire Commission on Feb. 11 confirmed a pair of personnel moves and established a current eligibility list for the position of police lieutenant.
President Reinke opened the meeting at 7:00 p.m. and, after roll call, the commission approved the minutes from its Jan. 14, 2026 meeting by a 4-0 vote.
Fire Chief Tony Burgard asked the commission to confirm Taylor Dynes’ promotion from acting lieutenant to lieutenant after Dynes obtained the Wisconsin State Certified Fire Officer I credential. The commission also approved the appointment of Scott Story to a paid-on-call firefighter position; the appointment is contingent on Story’s successful completion of a required physical and the applicable orientation period. The motion to confirm both personnel actions was made by President Reinke, seconded by Secretary Kim T Schumacher, and carried 4-0.
Later in the meeting the commission moved into a closed session under Wis. Stats. 19.85(1)(c) to consider employment and promotion matters and to review the lieutenant recruitment process. The commission voted 4-0 to enter closed session and later voted 4-0 to return to open session.
After reconvening, the commission established a lieutenant eligibility list that includes Erik Engebretsen, Nicholas Hubbard and Alyssa Moose; the list is set to expire Feb. 11, 2027. The commission also moved to confirm Police Chief Scott MacFarlan’s promotion of Sgt. Nicholas Hubbard to the position of police lieutenant, effective on or after March 2, 2026. That motion was made by Commissioner Precord, seconded by Commissioner Dauterman, and carried 4-0.
The meeting concluded with a motion by President Reinke, seconded by Secretary Kim T Schumacher, to adjourn at 7:20 p.m.; the motion passed 4-0. No members of the public spoke during the public comment period.
What happens next: Sgt. Hubbard’s promotion is scheduled to take effect on or after March 2, 2026; the lieutenant eligibility list expires Feb. 11, 2027. The paid-on-call appointment for Scott Story remains conditional on a successful physical and completion of orientation.
