He questioned whether the alternatives improve general-purpose capacity for the community and asked whether the city has a documented policy preference. "It gives us an HOV lane. It does not build capacity," Petersagen said, urging the city to consider whether tolling would saddle Lake Stevens without reasonable alternative routes.
He also encouraged community participation in the PEL study and requested that the council consider articulating the city's preferred outcomes while the study is still early in the planning process.
