He cautioned that unexpected conditions could increase the contract value beyond the $250,000 threshold that requires council approval.
A council member asked about the process if the contract value increases; Halvorsen explained that the city administrator has authority to approve contract changes up to 20% of the contract value and that any increase beyond that would require council approval. The council moved to approve the award to Johansen Mechanical and the motion passed by voice vote.
