Garrett Park reports FY2025 surplus and a $500,000 recommended congressional earmark for Town Hall

Town Manager Barb Matthews told the council on Aug. 11 that preliminary, unaudited FY2025 results show revenues exceeded the budget by $79,366, with income tax receipts accounting for $51,135 of that variance. Total operating expenses were $89,466 below budget; the unexpended contingency balance accounted for roughly 34 percent of the spending variance, and infrastructure and equipment expenses came in under budget.
Matthews reported the unexpended balance of American Rescue Plan Act funds totaled $43,286 as of year‑end; the funds are earmarked for decorative lighting on Waverly Avenue and the shipment of poles and luminaires to Traffic Systems is scheduled to arrive Aug. 29, 2025. She also said actual FY2026 carryover is $159,697 versus the budget assumption of $133,500.
On federal funding, Matthews said that Senators Alsobrook and Van Hollen notified her the Senate Appropriations Committee recommended approval of the town’s Congressionally Directed Spending request for "Garrett Park Town Hall" in FY2026 at $500,000—the maximum allowed under the National Park Service Save America's Treasures authorization—but that such earmarks are not final until enacted in a passed and signed appropriations bill.
Matthews closed the report with a brief update on maintenance activities and invited councilmembers to coordinate on the Town’s Constant Contact rollout to replace the GPML forum.
