The Ephraim City Planning Commission voted June 10 to approve a conditional-use permit that would allow homeowner Devon May to rent his property at 330 South Main as a duplex. The property already has separate entrances, a six-foot site-obscuring fence and four off-street parking spaces, and staff recommended approval subject to the conditions in the staff report.
"We do have enough parking, and we will maintain the yard instead of the tenants," Devon May told the commission. City Planner Megan Spurling explained that if the property remained owner-occupied it would not require a business license, but a conditional-use permit would give May flexibility to rent the upper and lower units separately.
Commissioner Joe Howe moved to approve the permit under staff recommendations; Commissioner Chevi Sutton seconded. The motion carried. Spurling told May the item will go before the Ephraim City Council next week for final action and that he will need to obtain a city business license before renting the units.
The commission record and staff report note three bedrooms upstairs and two downstairs, and four off-street parking spaces; staff recommended standard conditions included in the permit paperwork. No public opposition was recorded during the Planning Commission meeting.
