Town Manager Barb Matthews explained that Bethke Landscaping was the only bidder when the service was competitively bid in 2023 and that staff received lower informal quotations from the same two companies in 2022. The company offered extension pricing for 2026 at $32,239 and offered to hold that 2026 price for 2027 and 2028 if the town approved a three‑year contract.
Matthews recommended authorizing the contract and noted the Town’s procurement ordinance permits the council to waive competitive bidding for good cause by majority vote. Councilmember Lisa Max moved to authorize the three‑year contract and Councilmember Phil Schulp seconded; the motion passed unanimously.
The council recorded no abstentions and did not attach special conditions beyond standard procurement and performance expectations.
