Houston council approves equipment purchases, authorizes fire grant pursuit and moves to closed session

At its Sept. 2 meeting, the Houston City Council approved procurement and equipment transactions including a wastewater motor replacement and irrigation system, authorized Fire Chief Robbie Smith to pursue a 50/50 matching grant from the Missouri Department of Conservation for a fire skid unit, and voted to enter an executive closed session under Section 610.021.
The Houston City Council on Sept. 2 approved a series of procurement and equipment actions and authorized staff to pursue a matching grant for fire equipment before adjourning into an executive session.
Council members voted to approve purchase orders and payroll, including payments of invoices totaling $261,411.24. The council approved a $50,816.12 purchase of an irrigation system for the municipal golf course from SiteOne Landscape Supply and verbally agreed to budget $100,000 in 2026 for playground upgrades at Emmett Kelly Park after Parks and Recreation Director Robbie Mortensen presented proposed improvements.
On utilities and public works, the council authorized a motor replacement at the wastewater treatment plant from Independent Electric for $16,725 and approved purchase of a 2014 Leeboy PTC15 pneumatic roller from Brown Equipment Company for $19,500 plus freight of $2,800. The council also authorized selling the existing paving machine for no less than $10,000. Motions were moved and seconded as recorded in the minutes and carried with six yes votes on each item.
The council approved a motion authorizing Fire Chief Robbie Smith to pursue a 50/50 matching grant through the Missouri Department of Conservation for a fire skid unit and a Stokes basket; that motion (moved by Alderman Fred Stottlemyre and seconded by Alderman Don Romines) carried with six yes votes.
City Administrator Lloyd Wells presented columbarium bids and was asked to obtain pictures from Texas County Monument; Alderman Don Romines referred the bids to the Utilities and Building Committee for a recommendation at the council meeting scheduled Sept. 22, 2025.
The regular session was adjourned and the council voted to move into executive closed session pursuant to Section 610.021 Subsections (1), (2), (3), (9) and (12) for legal, real estate, personnel, negotiations and contract matters. The meeting record shows final adjournment at 8:10 p.m.
