Jefferson council approves new wastewater rates and adopts facilities plan to seek DNR approval

The Jefferson Common Council approved a new wastewater-rate ordinance and adopted a wastewater facilities plan at its Dec. 22 meeting, measures city leaders said are needed to fund upgrades and expand treatment capacity.
The council voted 7–1 to adopt Ordinance No. 10-25, introduced by Ald. Tully, which amends City Code §230-5 to set a combination of fixed monthly charges (based on meter size and residential tiers) and a variable charge of $11.36 per 1,000 gallons (equivalently $8.50 per 100 cubic feet) effective Jan. 1, 2026. The ordinance establishes residential tiers (0–300 cubic feet: $43.65; 301–600: $57.65; 601 and up: $87.85), meter-size fixed charges, a 25% rural customer surcharge, and surcharges for wastewater strength (including per-pound rates for BOD5, suspended solids, ammonia nitrogen and phosphorus). Holding-tank and septage-disposal fees are specified in the ordinance.
