Jefferson council OKs up to $208,600 for subsurface investigation at former Tyson Foods site

The Jefferson Common Council on Dec. 2 unanimously approved an agreement with Geosyntec Consultants to continue environmental testing at the former Tyson Foods site at 1 Rock River Road and 135 W. Linden Street.
The work, approved in Resolution No. 69, authorizes Geosyntec to perform pre-field activities, sample soil, groundwater and methane in the subsurface, and prepare a Subsurface Investigation Report to comply with Wisconsin Administrative Code requirements (including NR 716) and submit that report to the Wisconsin Department of Natural Resources. Funding for the work is provided from a reservation of fund balance identified in the FY 2024 City of Jefferson financial audit; the not-to-exceed amount is $208,600.
Ald. Neils introduced the resolution and Ald. Tully seconded; the measure carried on a unanimous roll call. The council was acting after Geosyntec’s recent Phase II Environmental Site Assessment identified contamination requiring further investigation and cleanup planning under state rules.
The council resolution describes the scope as three tasks: pre-field activities (including procurement of drilling and laboratory subcontractors, utility location and updated health and safety plans); site investigation field work (additional soil, groundwater and methane sampling consistent with the WDNR-approved work plan); and preparation and submittal of the Subsurface Investigation Report to the WDNR for a completeness determination.
Next steps: Geosyntec will perform the field work and submit the report to the WDNR. The council did not specify a timeline for completion in the meeting record.
