Jefferson council approves consent agenda, 2026 fee schedule and wage adjustments

The Jefferson Common Council on Dec. 16 approved a set of routine and budget-related items, including the consent agenda, the 2026 Schedule of Fees and non-represented employee wage and salary rates.
Resolution No. 74 (consent agenda) included vouchers payable (December payables of $196,265.33 and November manuals of $8,028.60), the payroll summary, council minutes from Dec. 2, 2025, the 2026 911 Joint Powers Agreement and licenses approved by the Regulatory Committee. Ald. Teeter introduced the consent agenda and the motion carried unanimously.
Resolution No. 75 adopted the City of Jefferson 2026 Schedule of Fees, a comprehensive list of departmental fees and code citations spanning administration, animal licenses, liquor and cigarette licenses, parks and recreation charges, engineering and public-works review fees, police and fire fees, wastewater and water utility rates, EMS billing amounts and other charges. The minutes attach the fee schedule; the council approved it without recorded amendment.
Resolution No. 76 accepted a compensation plan prepared by Total Rewards (Carlson Dettman), reclassified certain positions in Public Works and Parks, placed full-time employees on the new plan, and set a range of part-time and seasonal wages and EMS and fire pay rates; Ald. Beyer introduced the resolution and the council approved it unanimously.
