Howard board OKs intent to assess Hillsdale Heights developer, clears multiple plats and licenses

The Village of Howard Board on March 23 approved a preliminary resolution to declare the intent to use special assessment powers for the Hillsdale Heights development and approved a broad consent agenda that included several plats, development approvals and license renewals.
Director of Engineering Josh Gerrits told the board Resolution 2026-09 concerns the Hillsdale Heights development, which consists of 27 single-family lots with full improvements, and that any special assessments would apply only to the developer. Trustee Scott Beyer moved to approve Resolution 2026-09; Trustee Maria Lasecki seconded and the motion carried unanimously.
Separately, the board approved the consent agenda in a single motion. Trustee Maria Lasecki moved to approve the consent agenda and Trustee Ray Suennen seconded; the motion carried unanimously. The consent package included municipal invoices totaling $948,872.25 (checks #86799–86872); Plan Commission recommendations such as Final Planned Development approval for two 20-unit apartment buildings on Riverview Drive, the preliminary PDD and preliminary plat for Pamperin Place, a revised Glen Acres preliminary plat, the Final Plat of Kropp’s Corners and the Hillsdale Heights Final Plat for multiple properties. The consent agenda also approved several operator licenses and renewals for Class A and Class B beer and liquor licenses, and a Temporary Class B license for the Wisconsin Humane Society Pet Walk on June 7, 2026 at Pamperin Park.
The approvals move multiple development items forward to implementation steps overseen by village staff and the Plan Commission; the resolutions and consent items passed without recorded dissent. The board adjourned at 6:49 p.m.
