Howard declares municipal disaster for ‘Blizzard Elsa,’ will seek state reimbursement

The Village of Howard Board voted March 23 to declare a municipal disaster related to Blizzard Elsa and to pursue reimbursement of eligible cleanup expenses through the Wisconsin Disaster Fund. The motion carried unanimously.
Director of Public Works Geoff Farr told the board the declaration stems from extensive snow- and ice-removal operations during Blizzard Elsa, which required extended staff hours and significant use of village resources. "The village may be eligible for reimbursement of a portion of eligible expenses," Farr said during the meeting, describing the scale of the storm response and the effort by snowplow operators.
Trustee Maria Lasecki moved to approve Resolution 2026-10; Trustee Cathy Hughes seconded. The vote carried unanimously with the board present. President Burt R. McIntyre and other trustees thanked public works staff for their response and noted positive feedback from residents.
The declaration authorizes village staff to seek funds from the Wisconsin Disaster Fund but does not itself guarantee reimbursement; any award would be subject to the fund’s rules and approval processes. The board also recognized Public Works crews earlier in the meeting for their response to one of the largest storms in Green Bay history, a recognition that preceded the disaster-resolution vote.
Next steps: staff will prepare and submit documentation as required by the Wisconsin Disaster Fund for review; the board did not set a specific schedule for receipt of any reimbursements.
