Blair Township approves Dodson stormwater plan, adopts peddler ordinance and OKs computer purchases; Harker subdivision conditionally approved

At its April 8 meeting the Blair Township Board of Supervisors approved the Dodson stormwater plan (with conditions), adopted Ordinance No. 2025-03 (peddlers background check requirement), authorized new municipal and police computers, conditionally approved the Harker subdivision and tabled several other items; all recorded votes were unanimous.
Blair Township supervisors met April 8 and approved a slate of routine and planning items, including conditional subdivision approvals, procurement of new office and police computers, adoption of a peddler's ordinance and an emergency shelter agreement.
The board voted unanimously to reduce a required fence height for the Dodson stormwater pond from six feet to three feet and to conditionally approve the Dodson stormwater plan for construction at 547 Reservoir Road, contingent on outstanding administrative items identified by the township engineer (developer signature, Conservation District approval, an executed Stormwater O&M agreement and financial security).
The board also conditionally approved the John H. Harker Subdivision pending final engineer and solicitor comments and approved the related shared driveway agreement pending solicitor revisions.
On administrative and financial matters, supervisors approved March disbursements totaling $110,642.04, confirmed March treasury balances (General Fund $2,078,977.11; Specific Service Investment Account $273,373.97), and authorized purchase of replacement computers after reviewing four vendor quotes (Dell $7,763.45; Staples $5,370.00 [no setup]; RTI/HP $6,197.00; Best Buy Business Plan $6,722.15 [no setup]). Chairman Paul Amigh suggested opening a Best Buy credit card if the board purchases through Best Buy to accrue points.
The board adopted Ordinance No. 2025-03, the Peddler's Ordinance, which requires applicants to provide a background report to the township before receiving a permit. The Hollidaysburg Area School District was listed as the owner/operator of Frankstown Elementary School for the purpose of a Blair Township emergency shelter agreement; the supervisors approved the shelter agreement pending the school board's April 9 vote.
Other items: the board tabled the Greendown Acres Site Expansion and the Jordan and Ashley Lankey stormwater submission due to lack of new information; a county request to consider decertifying Explore Altoona was tabled; and staff were directed to prepare a formal list of proposed ARPA uses to fund stormwater and building improvements for presentation at the May meeting. A mouse infestation inspection at 416 Cedarcrest Drive was scheduled for April 11 by Sergeant Brantner and Codes Officer Jeff Shaffer.
The meeting adjourned to executive session at 6:54 p.m.
