Commissioners authorize chair to sign East Oneida Change Order; project closeout and mitigation discussed

Franklin County Commissioners authorized the chair to sign Change Order #07 related to abandonment of a 48-inch culvert on the East Oneida project and discussed steps needed to close out the federal-aid project.
Nathan Clever of Keller Associates and Matt Koster of the Local Highway Technical Assistance Council (LHTAC) updated the board. Clever said the project’s current remaining balance after County Hollow completion would be approximately $178,395.48 and that the City of Preston still holds a credit; Franklin County’s share was estimated at $89,197.74. The board reviewed the Change Order and Commissioner Dirk Bowles moved to authorize the Chairman to sign; Commissioner Boyd Burbank seconded and the motion passed unanimously.
Project staff asked that the environmental mitigation for removal of Russian olive trees be separated into a stand-alone project; Clever said removal will take three to four years. A water leak the previous week prompted the Chair to ask whether warranty work could cover expense; Koster said federal project warranty rules differ and he would check on coverage.
No further motions to increase funding were recorded; the board authorized the Change Order and directed staff to proceed with closeout steps and separate mitigation scheduling.
