Township approves paving contract, equipment purchases and several resolutions; advertises firearms ordinance

Blair Township supervisors on May 13 approved a package of routine business items including a road paving contract, equipment purchases, grant authorizations, audit postings and the advertisement of a firearms ordinance.
Bids for the 2025 Liquid Fuels Road Paving Project were opened and the Board voted to award the contract to New Enterprise Stone & Lime Company, Inc. The low bid totaled $50,460.65 (base repairs $80.10 per square yard; superpave wearing course 9.5 mm at $106.15 per ton); the award is contingent on receipt and solicitor review of required documents.
The Board authorized solicitation of bids for the 2025 Line Painting Project and approved advertising for 2025–2026 stone bids due June 10, 2025 (400T Type 2 Anti-Skid; 200T 2A Subbase; 100T AASHTO #1).
The Board approved posting the completed 2024 DCED audit by Ritchey, Ritchey & Koontz, PC in the Altoona Mirror and authorized the Chairman to sign the firm’s letter of representation.
The Board discussed Ordinance No. 2025-04 regulating the discharging of firearms in the Township, including a 200-yard distance from property boundaries, hunting with written homeowner permission while complying with game laws, and prohibiting discharges before dawn and after dusk. Solicitor Patrick Fanelli confirmed the 200-yard boundary language and the Board voted to advertise the ordinance for public inspection prior to adoption at the June 10 meeting.
Road Foreman John Reed reported that the recently delivered 2024 Bandit 75XP woodchipper (total cost $23,500) has reduced trips to the compost facility by about one-third; the Board approved releasing $15,000 from Liquid Fuels and $8,500 from the Local Services Tax account to pay for the equipment. The Board also approved recommending Stiffler McGraw submit a People, Parks & Community Grant application for the Mountain Home Community Park project and adopted Resolution No. 2025-07 to authorize submission.
Additional routine actions included approval of a Spencer Dodson variance agreement to allow an aboveground pool at 422 Elliot Street, authorization to purchase materials (~$5,000) to extend the salt shed using excess ARPA building-improvement funds, and donation of an old ditch bucket to Duncansville Borough. The meeting was adjourned to executive session at 6:44 p.m.
