Holland board schedules special meeting, approves multiple rezonings

The Holland Town Board scheduled a special meeting for March 16 to consider repeal and replacement language in Ordinance 2026-Draft(A) and accepted Plan Commission recommendations to rezone multiple parcels.
The action followed Plan Commission proposals to repeal “Section 2.” of Ordinance 2025-06 and adopt Ordinance 2026-Draft(A); the Board took no immediate action on that repeal at the March 9 meeting and set the special board meeting to follow a special Plan Commission meeting at 7:00 p.m. on March 16, 2026. Clerk-Treasurer Janelle Kaiser certified the meeting had been publicly posted in accordance with Wisconsin Open Meetings Law earlier in the evening.
Separately, the Board approved a set of rezonings recommended by the Plan Commission. The Board unanimously approved rezoning N1246 State Road 32 from P-2 to R-1. In a subsequent motion the Board approved rezoning W1945 Amsterdam Road from R-1 to P-1, parcel 99323001 on Park Square South from P-2 to P-1, and parcel 59006076330 on Sauk Trail Road from P-2 to P-1; both motions carried by unanimous roll-call votes.
Why it matters: rezonings alter allowable land uses and can affect future development, property values and municipal services. Several residents raised questions during public comment about how ordinance changes are appealed and how such changes serve Town residents; Susan LaBudde specifically asked what appeal process would be available under the draft ordinance.
Board procedure and next steps: the special Plan Commission meeting and the special board meeting on March 16 are intended to provide further review and public input on Ordinance 2026-Draft(A). Any final ordinance change would be adopted only after those meetings and any required notices.
