Committee approves new part‑time security coverage at South Street parking ramp

Brandon Schwinn, deputy DPW director and city engineer, told the Human Resources Committee that the South Street parking ramp in downtown Waukesha has experienced vandalism, graffiti, blocked areas and misuse, and staff are proposing additional security coverage. "Our request tonight would be for an additional 0.875 full time employee equivalent," Schwinn said, adding that the hours would be split across two positions — roughly 20 hours and 15 hours per week — totaling about 35 hours.
Schwinn told the committee the cost to add the positions is "just shy of $35,000" and that the parking utility would absorb the expense. He said the department expects the additional coverage to be paid for in part by increased citations under the new parking system (currently averaging about nine citations a day between the two municipal ramps) and by reducing high cleanup and repair costs tied to vandalism and hazardous messes.
A motion to approve ID 25Dash01240 (adding security measures/staffing at the South Street ramp) was made and seconded; the committee voted and the Chair declared the motion passed unanimously.
Staff did not provide a detailed multi‑year budget but said year‑to‑date cleanup costs have exceeded $6,300 and that additional enforcement and camera improvements are already in place. Implementation of the new positions will be coordinated through the parking utility and DPW.
