City manager reports on new state bills, tax software, market study and events; council adopts minutes and adjourns

The council took two procedural motions during the meeting: approving the Feb. 9, 2026 minutes (motion by Councilor Wall, seconded by Councilor Fields) and a motion to adjourn (motion by Councilor Wall, seconded by Councilor Fields). Both motions were recorded as unanimous votes.
