The Anoka County Board of Appeal and Equalization met June 22, reconvened June 25, and approved procedural motions and changes to property valuations, including two increases to assessor-recommended market values.
Chair Jerry Teeson called the meeting to order at 6:01 p.m. at the Anoka County Government Center. Property Records & Taxation Chief Officer Pam LeBlanc administered the oath of office to the 2026 board members. County Assessor Alex Guggenberger reviewed the board’s duties, the assessment calendar and the 2026 assessments, and indicated supporting materials are on file with County Administration.
The board voted to set a second meeting for Thursday, June 25, 2026, at 1:30 p.m., and limited the scope of that reconvened session to appeals brought forward during the June 22 meeting. Jim Cormier moved to accept the County Assessor’s recommendations for appeals settled in the 10 days prior to the June 22 session; Joan Krogstad seconded and the motion carried.
At the reconvened June 25 session the board approved multiple procedural motions and rulings on specific parcels. The board unanimously (per the minutes: “motion carried”) voted to make no change to the market values for PINs 02-30-24-43-0001, 22-32-25-21-0004 and 10-31-23-42-0034. A separate motion to leave the value for PIN 26-33-24-43-0002 unchanged also passed.
The board voted to rehear assessor recommendations for certain appeals that had been settled within 10 days before the June 22 meeting, adding six parcels that had been omitted from the earlier listing; the board accepted those six properties into the record.
The board adopted two assessor-revised market values. Michael Ruhland moved to increase the market value for PIN 35-32-25-14-0008 to $2,460,000; Tim Ulvin seconded and the motion carried. Jim Cormier moved to increase the market value for PIN 36-32-25-32-0005 to $4,180,000; Michael Ruhland seconded and the motion carried.
With no further business, the board adjourned the reconvened meeting at 1:47 p.m. The minutes record all motions as “motion carried”; roll-call tallies were not included in the minutes.
Why it matters: The Board of Appeal and Equalization is the local forum for scrutinizing assessor valuations that determine tax liabilities; changes the board adopts alter the official market values recorded for parcels and can affect property tax calculations. The board’s actions here finalized two increased valuations and left several others unchanged, while setting a tight scope for any additional appeals at the reconvened session.
