Commissioners told Dayton City area-of-impact conflicts with Idaho Code

County planning and legal staff told the Franklin County Commissioners on March 25 that Dayton City's Area of Impact adopted in 2000 contains a statutory conflict that requires correction.
Randy Henrie reported that the Planning and Zoning Board sent a letter to Dayton City regarding the Area of Impact and said the designation “does have a contradiction with the Idaho Code” because a city cannot have jurisdiction outside its city limits. County Attorney Vic Pearson agreed the Area of Impact needs to be changed.
Why this matters: Area-of-impact maps can determine which planning rules and services apply beyond city borders; a mismatch with state law may require map revisions, coordination between the city and county, and possible updates to zoning, permitting and service responsibilities.
The commissioners did not record a timetable for updating the Area of Impact in the minutes; the item will be addressed further through planning channels and added to a future agenda as needed.
