Franklin County awards Search and Rescue building contracts; site prep set to begin

Commission Chair Robert Swainston and the Franklin County Commissioners unanimously approved multiple construction contracts to move forward with a new Search and Rescue building.
The votes on April 1 advanced site work and contractor selection for the county project: the board awarded the concrete contract to DJ Concrete for $97,383, the HVAC contract to Elite Mechanical for $9,750, and the electrical contract to Stateline Electrical Contractors for $22,059. Building maintenance staff presented the competitive bids and commissioners moved and seconded each award.
Randy Henrie, building maintenance, presented the concrete bids (Egbert Construction Inc. $177,800; DJ Concrete $97,383; Stone Cold Concrete $112,089) and the board voted to award the work to DJ Concrete. Henrie also presented HVAC bids (J Ransom Heating $9,264; Elite Mechanical $9,750; Bair Heating and Air Conditioning $16,555) and the commissioners approved the Elite Mechanical bid. For electrical work, Henrie provided four bids; Commissioner Boyd Burbank asked that the bids include the 50‑foot service run to the building before the board finalized the award. After that clarification the board voted to award the electrical contract to Stateline Electrical Contractors at $22,059.
The county's Road Crew will start removing dirt and hauling 12 inches of gravel to prepare the site. Commission Chair Robert Swainston said he will appear on the next City of Preston agenda to request that the city waive the building permit fee and water and sewer hookup fees for the project.
All contract awards were approved by motion (moved by Commissioner Boyd Burbank, seconded by Commissioner Dirk Bowles) and carried by unanimous vote. The board did not record any dissenting or abstaining votes on these items. The county will proceed with site preparation and contractor coordination as the next step.
