Township approves tax-assessor appointment, Hedden Road capital ordinance introduced, and routine municipal business

At its June 1 meeting the Green Township Committee confirmed Brian Townsend as Municipal Tax Assessor effective July 1, 2026, for a four-year term through June 30, 2030, with a 2026 salary of $40,000 and an office schedule of five hours per week. The appointment was approved by roll call (Ayes: Phillips, Rose, Mayor Raffay; Abstention: Qarmout) via Resolution 2026-117.
The Committee introduced Ordinance 2026-08, a capital ordinance appropriating $190,000 for improvements to Hedden Road and moving it to public hearing on June 15, 2026. The ordinance specifies $112,507 in funding from the NJDOT 2026 Municipal Aid Program and $77,493 from the township’s General Capital Reserve.
During new business the committee also approved the bills list for 05/15/2026–05/28/2026 (Resolution 2026-116) and, as part of the consent agenda, approved renewal of Club Liquor License No. 1908-31-003-001 for Lake Tranquility Community Club (Resolution 2026-115).
On event planning, the committee resolved that working firearms are not permitted for the scheduled history reenactment on township property; replicas or non-functioning prop muskets would be acceptable. The motion to prohibit working weapons passed on roll call with Phillips, Qarmout and Rose voting aye and Mayor Raffay recorded as abstaining.
Operational items raised included the township clerk’s recommendation to submit Phillips Road for the 2027 NJDOT Municipal Aid grant (discussion with the township engineer and Jason), concern about recurring repairs on the township street sweeper, and a reported crack re-emerging where Hibler and Wintermute roads meet after county paving. The Township Attorney was asked to check whether the township already has an ordinance on short-term rentals following a public question.
Next steps: Hedden Road ordinance will return for public hearing on June 15. The township will complete follow-up on DPW repairs, vendor contacts for lighting retrofit, and the cell-tower contract noted by the clerk.
