Rio Blanco County commissioners approve contracts, grant amendments and budget calendar; board adopts hazard mitigation plan resolution

The Rio Blanco County Board of Commissioners approved a series of motions at its July 7 meeting, adopting contract awards, grant amendments and administrative schedules and receiving public comments from local nonprofits.
Key votes and approvals: the board approved the agenda and consent calendar (payroll management report, accounts payable and motor vehicle reports). The board approved the assessor's review of the 2026 assessment rule; the board approved the 7th amendment to the Area Agency on Aging grant for the White River Roundup program; and it approved a memorandum of understanding with the Yellowjacket Water Conservancy District for a Lake Erie augmentation feasibility study, contingent on outside grant approval.
Contracts and procurement: commissioners approved a contract for Fulton Construction to perform emergency watershed protection work at the Old Meeker Landfill and later approved a contract with CRC Incorporated for County Road 33 Emergency Watershed Protection; staff said the selected bids were the lowest qualified and aligned with engineer cost estimates. The board also approved a contract modification to extend the completion date for the 2026 chip-seal project to July 31, 2026. A public contract with Taylor Consulting LLC for child-welfare casework services was tabled to the July 21 meeting.
Budget process: the board adopted the 2027 budget-preparation calendar after a discussion of the "scrub" process (department-level budget reviews versus full-board work sessions). Finance staff said monthly updates work well and will provide detailed workbooks to department directors; commissioners agreed on a combination of scrubs and a planned workshop to review fund balance.
Hazard mitigation and FEMA: commissioners adopted resolution 2026-20 adopting the county's hazard mitigation plan for 2026 but agreed to remove the phrase "FEMA approved" from the motion because FEMA had not yet completed federal approval; the document will be submitted to Colorado DHSEM and then to FEMA for final review.
Public comment and community updates: Jan Keller, president of the local PEO chapter, described scholarships distributed to Meeker High School students and the chapter's fundraising activities. Pearl Ellsworth of Hope West asked the county to consider reduced fairgrounds rental costs for the organization's bazaar and gala so more revenue can be directed to hospice and bereavement services. Commissioners also reminded employees about fair volunteer day on July 19 and discussed recent meetings with state and federal officials about FEMA fire-related decisions and SNAP cost-sharing.
Next steps: staff will provide updated certified assessment totals after state-assessed values are available in August, follow up on contract execution and easement homeowner contacts, and return the tabled items on the July 21 agenda as scheduled.
