Gov. Spencer Cox urges Republicans to prioritize governing and civility in recorded address

Gov. Spencer Cox urged Republicans to emphasize governing, practical solutions and civility over performative outrage in a recorded message shown at a party conference.

Cox opened the video by saying it is easy to feel “overwhelmed by the deafening roar of political noise and division” and described his remarks as a call for “the discipline of leadership and the hard necessary work of building a better future together.” He added, “Republicans win when we focus on solving problems, not performing outrage.” (Spencer Cox, Governor of Utah)

The governor asked fellow Republicans to pursue policies that improve daily life, citing housing that is affordable for the next generation, energy abundance, and modern infrastructure that works. He framed optimism and inclusion as political strengths, saying a “big welcoming tent” strengthens the party and the democratic experiment.

A conference presenter introduced the recording and said the program committee invited Cox; the presenter explained Cox was unable to attend in person because of a family commitment and provided the video instead. The presenter also described longtime familiarity with Cox and said other governors had elected him to a leadership role among peers.

The video framed civility as a deliberate practice: “The strongest thing a leader can practice is civility. It takes real discipline to sit across the table from someone you disagree with and still find a way to build something,” Cox said. He closed by urging members to trade outrage for building and to focus on concrete results for communities.

The conference proceeded after the video to the candidate presentations on the agenda.
