Durham County commissioners voted Dec. 8 to authorize a performance-based award not to exceed $750,000 for Aspida Financial Services’ Project Speedy, a proposed office headquarters the county was told will create approximately 1,000 jobs and $28.75 million in private investment over five years.
Economic Development Manager Matthew Filter presented the proposal and representatives from Aspida and local education partners described commitments to local hiring and workforce pathways. Sandy Ball, Aspida’s chief people officer, provided a brief overview of the company and its financial services operations; Darian Harris of Durham Public Schools and Greater Durham Chamber representatives expressed support for local partnerships.
Commissioner Michelle Burton moved and Commissioner Wendy Jacobs seconded the motion to approve the award; an amended motion to authorize the County Manager to negotiate and execute a performance agreement was offered and carried. The board voted unanimously to approve the item.
What happens next: The County Manager is authorized to negotiate and execute a performance agreement; Economic Development staff will be responsible for monitoring compliance with performance measures described during the hearing.
