Planning commission notes incorrect Zoom link; discusses alternate commissioner onboarding

At the start of the July 8 meeting, Assistant City Attorney Daniella Green told the Planning Commission that the Zoom link printed on the physical bulletin board and in the newspaper was incorrect. Green said the city had the correct link posted on its website more than 72 hours before the meeting and that staff directed the participant who joined the incorrect Zoom instance to the correct meeting. "We do not believe there is a Brown Act issue for remote participation tonight because we are taking care of it with the participant in the incorrect Zoom meeting and because we did have the correct link posted online, more than 72 or more than 72 hours before today's meeting," Green said.

Later in the meeting commissioners raised administrative questions about an approved alternate position for the Planning Commission, including how the alternate would receive a city email account and whether attendance would be mandatory. Green explained the ordinance creating the alternate becomes effective 30 days after adoption (placing effectiveness around Aug. 6), after which City Council will select an alternate through the normal recruitment process. She said alternates may attend meetings but cannot vote unless seated in place of an absent commissioner and that staff would provide Brown Act training before an alternate served in a voting capacity: "So 30 days from yesterday would put us at August 6. The ordinance would be effective," Green said.

The meeting concluded with a motion to adjourn and a roll-call vote; Chair Penning declared the meeting adjourned at 7:28 p.m.
