The Susquehanna Township Authority on June 2 approved Change Order #2 for the Fox Run Trunk and Force Main project, authorized Application for Payment #2 totaling $534,524.23, and issued a Certificate of Substantial Completion that reduces the contractor’s retainage from 10% to 5%.
Authority Engineer Joel Kostelac, P.E., presented the items to the board, saying DOLI submitted Change Order #2 to relocate a portion of the new force main after negotiating a temporary easement at 1127 Countryside Drive to preserve large sycamore trees. Kostelac recommended approval of CO #2 in the amount of $43,000 and the board approved the change order.
Resident Peter Daubenspeck of 1127 Countryside Drive addressed the board during public comment, thanking the Authority and staff for modifying the Fox Run Pump Station project to preserve trees and saying the area remains "a beautiful natural space" with wildlife and a maintained trail. He also recognized contractor DOLI for their work and suggested that earlier communication during the project could have reduced change orders.
The board approved DOLI's Application for Payment #2, which the engineer said covers construction of the new gravity trunk line and erosion-and-sediment stabilization. GHD prepared a punch list and recommended issuing a Certificate of Substantial Completion; the board approved the certificate and the recommendation to reduce retainage from 10% to 5% to allow final completion work to proceed.
All motions related to the Fox Run items carried unanimously. The engineer noted punch-list items remain and that final completion and retainage release will proceed after those items are addressed.
