Earlham council accepts $500,000 grant, adopts LOSAP and schedules FY27 levy hearing

At its Feb. 9 meeting the Earlham City Council unanimously approved a $500,000 Iowa Finance Authority grant contract, adopted a LOSAP for the fire department, advanced a garbage-rate ordinance and set a March 26 hearing on the FY27 property tax levy.
Earlham’s City Council unanimously approved a series of administrative and budget actions on Feb. 9, including acceptance of a $500,000 grant from the Iowa Finance Authority and adoption of a Length of Service Award Program for the volunteer fire department.
The council voted to accept the Iowa Finance Authority contract, effective Feb. 5, 2026. Councilmember Miller moved the measure and Councilmember Visser seconded; the motion passed by a unanimous vote. The council also set a public hearing on the FY27 property tax levy for March 26, 2026 at 7:00 p.m. and scheduled a special session for March 26 at 7:30 p.m. to set the budget hearing date and time.
In other formal actions the council approved Resolution No. 26-07 to adopt a LOSAP for Earlham Fire and Rescue (motion by Mudge, second by Visser) and approved Resolution No. 26-08, an agreement with the group Earlham Chicks that included checks totaling $10,000 (motion by Mudge, second by Visser). Both passed unanimously.
The council advanced Ordinance No. 478 — amending Ordinance No. 472 to update garbage rates effective Jan. 1, 2026 — by approving the revised first reading and then voting to waive the second and third readings. Councilmember Visser moved the first-reading approval and Councilmember Nelsen moved to waive additional readings; both motions passed unanimously.
