At its Aug. 13 meeting Union City Borough Council approved the following motions (all recorded as carried unanimously in the minutes):
- Hire Kenneth Fye from the certified civil-service list as a part-time police officer (mover: Councilor Joyce; seconder: Councilor Osborn). The minutes note the candidate prefers part-time work; budgeted wages and benefits are at least $33,560.
- Award a $22,295 contract to Mansfield to replace approximately 10 feet of pipe, install a larger catch basin, reconnect pipes and close a sinkhole at Municipal Lot #1 (mover: Councilor Steadman; seconder: Councilor Osborn). A competing estimate from McLallen Construction was $23,450. Both bids require the borough to provide a truck during the project.
- Retroactive easement and installation of a borough catch basin at 104 East High Street and a corresponding agreement with property owner Anthony Hickey: property owner to dig and maintain a ditch connecting the PennDOT basin and the borough basin; the borough will accept responsibility for the two catch basins and approximately 60' of connecting pipe.
- Approve the 2025 Minimum Municipal Obligation (MMO) as presented: $48,029 required for the non-uniform pension and $0 required for the police pension.
- Approve a subdivision request to combine a portion of 92 West High Street with 88 and 90 West High Street (survey approved by Erie County Planning).
- Retroactive approval to purchase a small parcel from 8 South Street for $500 to support a gazebo project on Municipal Lot #3, pending completion of survey and solicitor paperwork.
- Approve an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek; funding for the launch comes from the PA Fish and Boat Commission and the PA Environmental Council.
- Change regular council meeting days, beginning in September: meetings to be held the first and third Monday of each month at 6:30 p.m. (minutes note next meeting Aug. 27 and Sept. 16 because of Labor Day).
