Union City approves $22,295 repair to sinkhole and 24" pipe at Municipal Lot #1

Union City Borough Council unanimously approved a $22,295 contract with Mansfield on Aug. 13 to repair a sinkhole and damaged 24" clay tile at Municipal Lot #1.
Streets Supervisor Bob Phillips described the sinkhole condition and relayed recommendations from consultant Bob Carpenter of Insight and Tim Wells (engineer) to replace the compromised section of 24" clay tile, reconnect the pipes that feed the sinkhole area, install a larger catch basin adjacent to the sinkhole, and replace about 10 feet of pipe. Two written contractor estimates were presented: Mansfield quoted $22,295 and McLallen Construction quoted $23,450. Both bids require the borough to provide a truck during the work.
Councilor Steadman moved to accept Mansfield’s estimate and proceed with the targeted work; Councilor Osborn seconded the motion, which carried unanimously. The minutes record the scope as replacement of approximately 10 feet of pipe, installation of a new larger catch basin, reconnection of all pipes in the sinkhole area to the 24" line, and closing the sinkhole.
The minutes do not include a start date for the contractor or a projected completion date. The borough’s responsibilities include providing equipment (a truck) during the project and accepting the completed catch basin work.
