Pendleton County approves 10-year MOU with state to install flood gauges; county to buy equipment

The Pendleton County Commission on Sept. 2 approved a 10-year Memorandum of Understanding with the West Virginia Emergency Management Division for flood monitoring equipment. Rick Gillespie, Emergency Services Coordinator, told the commission the county will purchase the gauges while the state will install and maintain them.
Gillespie said the agreement specifies the state will handle installation and maintenance but cautioned there could be recurring costs if any gauges require conversion to a different cellular data communication plan. “The only possible recurring expense may be if any of the gauges would require a conversion to a different cellular data communication plan,” Gillespie said, and he estimated that cost at "around $5,000 per year." On a motion by Commissioner Roger Dahmer, the commission voted unanimously to approve the MOU.
The MOU runs for a 10-year term; the minutes do not record an implementation schedule or a specific number of gauges. The county will need to budget the up-front purchase costs and consider the potential annual expense for any necessary data-plan conversions.
The approval does not specify which department will manage purchases or ongoing operating costs; the commission did not record additional follow-up assignments in the minutes.
